Educator Certification Program
Pre-Admission Content Test (PACT) is a route to take content-area certification tests before entering an Educator Preparation Program (EPP) to demonstrate content mastery. The results are used as documentation when you apply for a teaching certificate. For more information about PACT, click on this link.
Once you receive your passing scores, you are eligible for hire with a district. You will need to be admitted into an alternative certification program while teaching. In order to join the Region 5 Teacher Certification
Program, you will need to test in a certification area that we offer. See our webpage for more information. You
still must meet program requirements to be accepted into our program.
PACT: Testing Eligibility
Individuals who hold a bachelor's degree or higher from an accredited college or university or are scheduled to receive a bachelor's degree before being placed in a classroom are allowed to take a content exam for purposes of admission into the following types of EPPs: alternative certification programs, university alternative certification programs, or university post-baccalaureate programs. An individual may not be placed in a classroom as a teacher of record under this section until receiving a bachelor's degree. Also, candidates may take a PACT if they have never been admitted to a Texas-approved EPP or are transferring to a different EPP. If a candidate is transferring to a different EPP, the candidate's current EPP must complete a TEA Candidate Transfer Form.
NOTE: Candidates are limited to five attempts to take a certification exam. The five attempts include the first attempt to pass the examination and four retakes, and include any of the test approval methods (PACT, EPP, out of state, charter, and credit-by-examination [CBE]). Transferring to a different EPP does not change this policy requirement.

If a candidate for certification does not already have a TEA ID number, the candidate should not create a profile on TEAL. Register on the Texas Educator Examination Program website.

Additional preparation materials, of varying quality and cost, are available for purchase from vendors such as Amazon, Barnes & Noble, and others.

The registration fee for a test is $116 plus a process fee that is under $3. All certification tests are taken in a computer-administered format. Testing dates vary, depending on the test that is to be taken and the testing location that is selected. Scores for multiple-choice tests are usually available within 7 days after testing. Scores for tests that have a written or oral response component are usually available within 28 days after testing.
